Our Committee

The Strategic Planning Committee aims to improve efficiencies and resource sharing for the five Catholic schools operating in Scott County, Iowa, while also enhancing program offerings for all students.

Rosemary R. Barton is a graduate of Iowa State University, with a bachelor’s degree in Computer Engineering, and of St. Ambrose University, with a Master’s of Organizational Leadership (MOL). She is currently a member of Holy Family parish, where her husband serves as a deacon.

Rosie retired from John Deere with 36 years of experience in Information Technology (IT), serving all divisions of the Fortune 100 Company globally. In her last position prior to retirement, she was a Director on Deere’s worldwide leadership team, and had responsibility for the Global IT Strategic Plan which included portfolio, budget, operations, workforce, and organizational structure planning. She has also taught Strategic Planning as an adjunct professor at St. Ambrose University.

Rosie has served on many local Catholic boards and councils, including the Scott County Catholic Schools Advisory Board, Assumption High School Corporate Board, Assumption High School Board of Education, St. Paul’s K-8 School Board, St. Paul’s Parish Council, and is currently the President of the Assumption Foundation for K-12 Schools. She is involved in many parish activities, including music ministry, social action, RCIA, marriage preparation, and vacation bible school. Rosie also volunteers for United Way and YWCA of the Quad Cities.

Andrew Craig obtained his undergraduate degree in Biology, Secondary Education, and Physical Education from Cornell College, holds a Master’s Degree from Drake in Educational Leadership, and completed his Superintendent’s certification through the University of Northern Iowa. He is a graduate of both St. Paul’s and Assumption, and he and his wife are members of Our Lady of Victory Parish. His sons are students at JFK and his daughter is a freshman at Assumption.

Andy currently serves as the President of Assumption High School and has held many roles in both public and private schools including: teacher, coach, assistant athletic director, dean of students, and principal.

Andy has worked with many boards and committees in our local Catholic schools and parishes including the Assumption Foundation, Scott County K-12 Marketing Committee, Scott County Advisory Board, Bettendorf Strategic Planning Committee, Mississippi Valley School Tuition Organization Board, and the St. Vincent Center Athletic Complex Committee. He volunteers coaching 5th grade basketball, serves as the chair of the Davenport Rotary Education committee, serves on the Per Mar Scholarship committee, and organizes the annual Fr. Ken Martin Golf Outing.

Mike and his wife Bonnie are members of St. Paul the Apostle Catholic Church where Mike is a Director and a member of the Finance Council. Mike is also a member of the Assumption High School Finance Committee. Mike is a past member of the Assumption Board of Education, the St. Paul’s Board of Education, and the St. Paul’s Parish Council.

Mike is a partner with the Lane & Waterman law firm in Davenport, Iowa.  He joined Lane & Waterman in 1986 after graduating from the University of Kansas School of Law.

Mike practices in the areas of mergers and acquisitions, employment law, healthcare law, and advising small businesses on general corporate matters. 301He is a past member of the Iowa Supreme Court Board of Professional Ethics and Conduct, Iowa State Bar Association Board of Governors, Iowa Board of Medical Examiners; and Past President of the Iowa Society of Healthcare Attorneys.

Julie C. Delaney, PhD obtained her undergraduate degree from the University of Iowa in Elementary Education, holds a Master’s Degree in Educational Leadership from Western Illinois University, and her doctorate in Educational Leadership and Higher Education from the University of Nebraska-Lincoln. She and her husband are members of St. Paul the Apostle Parish. Her son is a graduate of St. Paul the Apostle and Assumption High School.

Julie currently serves as principal of St. Paul the Apostle Catholic School. She has 34 years in Catholic education as a middle school teacher and preschool through 8th grade administrator. She is an adjunct consultant with Catholic Schools Management, working with schools across the county in the areas of Institutional and Specialized Assessments, Strategic Planning, Elementary School Administration, and Marketing and Enrollment Management.

Julie has served on a variety of boards and committees including the Governor’s Nonpublic School Advisory Board, Iowa Alliance for Choice in Education Board, and the Council of Iowa Accredited Nonpublic Schools. She currently serves on the St. Ambrose University Master’s in Educational Leadership Advisory Council, and Upper Iowa University’s Teacher Education Advisory Committee. At St. Paul the Apostle, Julie is a member of Altar and Rosary and is active in Liturgical ministries.

Rob Edel is a graduate of Waldorf University with a bachelor’s degree in Business Finance/Banking & Management. He, his wife Miranda, and their two daughters are members of St. Paul the Apostle Parish. His oldest daughter is in kindergarten at St Paul’s.

Rob is the COO/CFO and minority owner of Mutual Med, an insurance general agency located in Davenport servicing IA, IL, ND, SD, and TX.  Prior roles at Mutual Med include VP Finance/IT and Controller. Before joining Mutual Med, Rob worked at Republic Services, a solid waste management company, in a Management Trainee Program.

Rob is a Board Member and Treasurer of Jordan’s Joy, a local charity. He currently coaches at Crossfit OC3 in Davenport and volunteers coaching his daughter’s soccer and t-ball teams.

Carol is a proud member of St. Anthony parish. She loves the mission of the parish and the strong connection to helping people in the community who need a hand up. During her time at St. Anthony, Carol has served on the Parish Council, including a couple terms as Parish Council President.

A graduate of Marycrest College with a degree in Social Work and Psychology, Carol took a job after graduation at the Handicapped Development Center. She has been with HDC for 36 years, currently in the position of Chief Administration Office where she oversees the Employment Services program, Compliance department, Human Resources functions, and Development and Public Relations activities.

Carol is the St. Anthony parish representative on the Assumption High School Board of Directors. She is a member of the Quad Cities Planned Giving Council and St. Patrick’s Society board of directors. Her community service also includes membership.

Maria Del Rosario (Rosie) Salazar has been an active parishioner of St. Paul the Apostle Catholic Church for more than 20 years, where she has served on the Parish Council and the Worship Ministry as Committee Lead, and supported other parish activities including strategic planning.

Rosie is a graduate from Texas A&M, Kingsville, TX where she earned a bachelor’s degree in Business Administration & Management and is a Six Sigma Master Black Belt. Rosie has been at Deere & Company for 20 years with increasing roles and responsibilities, primarily in Supply Chain Management and Worldwide Logistics. Currently, Rosie manages the Enterprise Business Services Procurement Center and is responsible for indirect materials & services strategic sourcing for ~$1.3b in spending. Rosie has strong supply chain management experience including strategic planning, negotiations, contracting, and business process transformation skills.

Rosie served on the Bethany for Children & Families Board for more than 12 years, currently serves on the Dress for Success Board as Historian, and has been a teacher for Junior Achievement for the last 15 years. She serves as the Vice-Chair for the Hispanic/Latino Employee Resource Group at Deere & Company and is a strong supporter and advocate of diversity and inclusion in and outside of work.

Linda Duffy is a graduate of Marycrest College with a bachelor’s degree in Life Science. She worked alongside her husband at Per Mar Security for 22 years, serving in a variety of supervisory, managerial, and customer facing roles - gaining experience in budgeting, finance, human resources, and personnel management. She is a member of St. Paul the Apostle Parish, where she is currently serving as trustee.

In 2002, Linda became the first President of Assumption High School, implementing the president-principal model of leadership. During her tenure, Linda guided a $5M fund drive that led to the development of a Scott County K-12 tuition assistance program. Also during her tenure, Linda worked with a faculty committee to overhaul an ineffectual wage scale, and implemented the school's first employee retirement program. Between 2004 and 2006, she worked with the Iowa Catholic Conference to write and rewrite a bill that became Iowa law in 2006. This law assists more than 10,000 Iowa K-12 students pursuing school choice each year - including 600+ attending Scott County Catholic Schools. Before her retirement in 2009, Linda oversaw the renovation (and state licensing) of a former 28 bedroom convent on the AHS campus, which is now a childcare center serving more than 60 infants and children.

Linda has served as a state appointed, volunteer client advocate for two group homes and the ICFMR - all operated by the Handicapped Development Center in Davenport. She also served on St. Paul the Apostle's Board of Education, and later on the Assumption High School Board of Directors. Linda currently serves on the board of Iowa Advocates for Choice in Education (PAC), and remains active in various state and national political advocacy roles. She volunteers at Assumption High School, serves on St. Paul the Apostle's finance committee, and occasionally spoils her 28 grandchildren.

Nicole Gartner is a graduate of Loras College, with a bachelor’s degree in Accounting. She holds a master’s degree in Business Administration from the University of Dubuque and passed the CPA exam. She has been a member of Our Lady of Lourdes Parish since 2012. Her husband, Jim, and their two children, Bri and David, reside in Bettendorf. Bri and David are enrolled in the Scott County Catholic School System; Assumption High School and Lourdes Catholic School, respectively.

Nikki spent 14 years serving in various accounting functions for the manufacturing industry, 10 years as a business owner and 2 years serving as the CFO of the Diocese of Davenport. She has coached volleyball for over 10 years and is currently the Head Sophomore Volleyball Coach at Assumption High School.

Nikki has served on many local Catholic boards, councils and commissions, including the Diocese of Davenport Finance Council, Catholic Foundation for the Diocese of Davenport, Catholic Messenger Board, Diocese of Davenport Building and Grounds Commission, Mount Calvary Cemetery Board, Priest Aid Society, Steering Committee for the Bettendorf Strategic Planning Committee and the Meitler Consultation Study, Our Lady of Lourdes Finance Council, Lourdes Catholic Home & School Treasurer, Our Lady of Lourdes Stewardship Committee, and Sacred Heart Finance Council in Emporia Kansas.  She is involved in many parish activities, including CEW, sponsor couple, Extraordinary Minister of Holy Communion, youth ministry, and NCYC.

Carey S. Jones is a graduate of St. Ambrose College (currently St. Ambrose University) with a bachelor’s degree in Accounting. She passed the exam to become a Certified Public Accountant a year later. She and her husband are currently members at St. Paul the Apostle parish.

Carey is currently the controller of Assumption High School, a position she has held for 22 years. Through her time at Assumption, she has worked with the Administration to standardize tuition rates and increases, tighten expense obligations, and budget more thoroughly. She also computerized the financial processes of both the high school and the Assumption Foundation for K-12 Schools. She worked closely with the team that developed the Family Tuition Plan, which currently provides over $1,350,000 in scholarships to nearly 650 students in Scott County K-12 schools.

Carey’s family held membership at Sacred Heart Cathedral for 10 years prior to transferring to St. Paul the Apostle, where they have been members for 18 years. Carey was on the Cathedral’s Finance Committee, worked on the parish and school budget for several years, and served on the school’s Board of Education for many years including one term as president. Her three children attended Sacred Heart Cathedral School from day care and pre-school until transferring to St. Paul the Apostle.

Chad Manternach is a graduate of St. Ambrose University, with a bachelor’s degree in Business Administration. He and his wife Beth are graduates of Assumption and members of St. Paul the Apostle Parish. His daughter Maria is a senior and his son Joe is a junior at Assumption.

Chad is a Vice President – Commercial Banking at Quad City Bank and Trust. His responsibilities include managing a diverse commercial banking loan and deposit portfolio, and assessing customer/prospects needs effectively by understanding their goals, strategies and challenges. His background also includes bank operations, customer service, and personal lending.

Chad currently serves on the Assumption Board of Directors, Assumption Finance Committee, and Scott County Regional Authority. He is a past President of the Habitat for Humanity – Quad Cities Board of Directors. He has been a volunteer coach with Rising Knights Football, taught many Junior Achievement classes, and served on various Quad City Chamber committees.

Brian Nikulski graduated from Northeast Missouri State University, Kirksville, MO (Truman State University), with a bachelor’s degree in Finance and a minor in Economics. He also earned the Certified Financial Planner (CFP) designation through the American College. Brian and family are dual members at St. John Vianney and Our Lady of Lourdes, and two of his children attend Lourdes Catholic School.

Brian is currently the President of Nikulski Financial, Inc. a Fee Only Financial Planning firm. Nikulski Financial, Inc. focuses on comprehensive financial planning, which includes solving complex financial problems for clients that they are either too busy or don’t have the expertise to solve on their own. He started his career in 1996 as a franchise owner with American Express Financial Advisors (AEFA) and in 2006, Brian left AEFA to start Nikulski Financial.

Brian currently serves on the Midwest Region Board of the National Association of Personal Financial Advisors (NAPFA), the Lourdes Catholic School Board as the liaison between the school and the St. John Vianney Parish Council, and on the Steering Committee to evaluate the future of Bettendorf Catholic churches and school. Brian also serves as a Eucharistic Minister at St. John Vianney. Previously, he served on the Truman State University Foundation Board’s Investment Committee, the Executive Committee of the Illowa Council of Boy Scouts of America (BSA), Committee Chair for BSA Troop 24 at St. John Vianney, along with various other non-profit, volunteer committees throughout the Quad Cities over the years.

Penny Trier graduated from St. Ambrose University, with a bachelor’s degree in Accounting. She and her husband are members of Our Lady of Victory parish and have two young daughters, the oldest of which is currently attending preschool at JFK.

Penny has worked as an Accountant in the Assumption High School Business Office for the past four years. Her duties include accounts receivable, processing payroll, and tuition billing. Her previous work experience is in the insurance and transportation industries.

Debbie Anselm received her bachelor’s degree in Public Affairs from Indiana University.  She and her family are members of Our Lady of Lourdes Catholic Church, and her daughter is a student at Lourdes Catholic School.

Debbie is the Publisher of the Quad-City Times, the Dispatch-Argus, and Muscatine Journal.  She has over 30 years of experience in marketing and media.

Debbie serves on the Executive Boards of the Iowa Newspaper Association, the Quad Cities Chamber of Commerce and the Scott Country Family YMCA.  She is currently the Chair of the Scott County YMCA Annual Support Campaign,  a board member of Junior Achievement of the Heartland, where she serves as the Chair of the Marketing Committee, and a member of the Davenport Rotary Club and Women United.  She enjoys volunteering at Lourdes Catholic School and is a volunteer coach for the girls’ volleyball team.

Tom Daniel is President of The Daniel Company and has more than forty years of experience in the financial services industry. He serves as a consultant to the banking industry specializing in comprehensive marketing services and strategic planning for community banks in Iowa, Illinois, and Wisconsin. Tom also has experience with KPMG and is a member of the American Institute of Certified Public Accountants.

A graduate of Assumption High School, Tom and his wife, Patty, are members of St. Paul the Apostle. They served as co-chairs of the Embracing Our Future campaign for Scott County K-12 Catholic Schools. Their two daughters are graduates of St. Paul the Apostle School and Assumption High School.

Tom is a graduate of the University of Iowa. He has served as an instructor for professional and community college courses, and as a guest speaker for other banking organizations.

Tom is a board member of the Assumption Foundation for K-12 Schools, Mississippi Valley Bank Association, and Resource Stewardship Advisory Committee for the Congregation of the Humility of Mary. He is a past board member of the Scott County Catholic Schools Advisory Committee, American Red Cross of the Quad Cities Area, St. Paul Future Club, St. Paul the Apostle School Board of Education, and other professional and civic organizations.

Jordan Gizzarelli is a proud graduate of Assumption High School and Iowa State University with a BA in Journalism and Mass Communications (concentration in Public Relations), and a BA in Psychology. Jordan is a member of Our Lady of Lourdes parish.

Jordan currently works in a dual role at Assumption High School, serving as both the Alumni Relations Director and Sports Information Director, and he has worked more than 15 years in marketing and communications roles at esteemed institutions of higher learning – Northwestern University, University of Chicago, Grinnell College, and Bryant University.

Jordan is heavily involved with athletics at AHS and during his tenure has coached boys basketball and tennis, and also directed the Knights Basketball Association youth program.

Ryan Harmsen is a graduate of St. Ambrose University with a bachelor’s degree. He attended both John F. Kennedy Catholic School and Assumption High School. He is currently a member of St. Anthony Catholic Church parish, and his daughter attends St. Paul the Apostle Catholic School.

Ryan is the Founder of No Coast Media, a Video Production & Social Media marketing agency. He currently spearheads the Video Production and Strategic Marketing divisions of the company, and helps many local businesses, big and small, reach a wider target audience.

Ryan is a board member of the Bettendorf Business Association and member of the St. Paul the Apostle Catholic School Marketing Committee. Ryan also served as Secretary of the West End Investment Club from 2014-2018.

Beth Tinsman is the CEO and Founder of Twin State Technical Services. She de-mystifies technology and provides straightforward and approachable access to the rapidly changing tech world. Beth is among the top ten women in technology in the State of Iowa, honored by the Technology Association of Iowa in 2018, and her firm was recently awarded the top under-50-employees place to work by the Quad Cities Chamber of Commerce. Beth advises organizations in applying technology to business strategy to maximize investment in IT infrastructure, as well as acting as a guest speaker and resource to the regional community in information system trends and best practices. Beth earned her B.A. in Economics with a minor in Computer Science from Northwestern University, and holds a Masters in Information Technology Management from St. Ambrose University. She is also an adjunct in Computer Science at St. Ambrose University.

Twin State also is premier partner Microsoft, AWS, and Google, and employs 45 skilled engineers and programmers, who serve over 300 local and regional commercial and non-profit customers.
